Aquila has spent more than two decades advising Fortune 500 companies and local municipalities on a range of public policy issues. She has focused on synthesizing policy and politics into successful federal strategies for clients on a host of issues such appropriations, tax, education, energy, health care, banking, judiciary, and transportation. She works closely with the relevant committees, House and Senate leadership, the administration and individual members of Congress to advance legislation on high-priority issues.

She joined Prime Policy Group from Acreage Holdings, where she led the federal legislative and political function in Washington, D.C. Previously, Aquila was the Vice President of Public Affairs at the Cannabis Trade Federation. Additionally, she held corporate leadership positions in government and public affairs at General Motors, Kodak, and Howard University.

Earlier in her career, Aquila worked on Capitol Hill as a legislative assistant to Congressman John Bryant (D-TX) and a policy advisor to U.S. Senator Herb Kohl (D-WI). As part of the Clinton administration, Aquila served as the Special Assistant to the Assistant Secretary for Legislation. In this role, she coordinated the agency’s engagement with Congress on issues ranging from AIDS/HIV; mental health, substance abuse, Medicare/Medicaid and immigration.

As Managing Director at Prime Policy Group, she assists businesses and organizations with government relations and federal policy matters. Aquila leverages her 20 years of experience and the network she has developed to offer clients critical insights and actionable advice to help them deliver value for their shareholders and community.

Born and raised in Baltimore, Maryland, Aquila and her family currently live in Washington, DC. She is a fitness enthusiast and has completed the Marine Corps Marathon twice as well as a host of half marathons. Her active lifestyle also includes Bikram yoga, Pilates, and riding her Peloton.
