Prime Policy Group Update on House Republican Leadership

Speaker Boehner announced to his colleagues in the House Republican conference this morning that he would resign from Congress on October 30, 2015. As a result, House Republicans will hold leadership elections.

For client priorities - the policy structure of the House will remain the same through the end of this Congress. Thus, the Chairs and staff of the committees of jurisdiction will remain the same. It remains important to cover our bases in those areas until we know the results of the leadership elections and otherwise not to overreact to recent events.

Paul Ryan and Jim Jordan have all apparently declared they will NOT be a candidate for Speaker

That ends what is certain at this early stage of evolution in the House. The rest of this message should be taken with a large grain of salt and an understanding that the situation is changing continually. The Prime Policy Team will continue to update you and help you navigate this situation in the coming days and weeks.

Present intelligence suggests that leadership elections may not occur until the last week of October.

Kevin McCarthy (CA) will run for Speaker. The Dallas Morning News is now reporting that Hensarling will consider a run for Speaker with a decision next week.

Steve Scalise (LA), Cathy McMorris-Rodgers (WA), and Tom Price (GA) are considering a run for Leader.

Patrick McHenry (NC), Peter Roskam (IL), Markwayne Mullen (OK), Ross (FL) and Stivers (OH) are considering a run for Whip.

Luke Messer (IN) and Renee Elmers (NC) are considering a run for Conference Chair.

Other Players may include: Daniel Webster (FL), Jim Jordan (OH), Jeb Hensarling (TX), Peter Roskam (IL), Greg Walden (OR), Pete Sessions (TX)

How the House Freedom Caucus plays their cards may be relevant, especially if they can convincingly hold THIRTY votes as a solid vote in the Speaker's race. Here is a Politico article quoting some HFC members about their planned approach.

There may well be another candidate for Speaker, but none have yet declared themselves.
